If a faucet stops flowing during a freeze, do not use a torch. Close the water if a split appears, keep clear of electrical equipment, and call for service.

For an active water leak, close the nearest safe valve or the main shutoff. Move people away from wet ceilings and standing water near electrical equipment. For sewage, stop all water use and avoid contact with the waste.
